electoral outcomes. For example, in the 2021 Federal election the Liberal Party won the most
seats (47.3%), despite the fact that they received fewer votes than the Conservative Party (the
Conservatives obtained close to 200,000 more votes than the Liberals but obtained 41 fewer
seats). In that same election, the NDP received 17.8% of the total vote, but only 7.4% of the
total number of seats. The PeopleàParty, for its part, received 4.9% of the total vote while
acquiring no seats at all (0% of the total number of seats).
This is not the first time in Canadian history that the vote share and the seat share have been
out of alignment. In fact, in an earlier election (2015), Justin Trudeau promised that, if elected,

It is now 2024, and you are the new Prime Minister of Canada. Your party has been elected
with the mandate of reforming the Canadian electoral system. What type of voting system
will you recommend for the next election, and why?

Guidance:
The goal of this exercise is to stress the possible disconnect between votes and electoral
outcomes in our current First-Past-the-Post System. Nevertheless, there are defenders of this
system despite the alternatives. Why?
